Peoria Innovation Core: 834 Acres of State Land Primed for Industrial and Mixed-Use Development

Peoria, Arizona is unlocking one of the largest remaining development opportunities in the Greater Phoenix region: an area that spans almost 7,000 acres along Loop 303 and Lake Pleasant Parkway, stretching all the way to State Route 74. This 10.5-square-mile area of State Land Trust land represents a game-changing master-planned development zone - ideal for industrial, commercial, mixed-use, and employment-centric projects.

In December 2024, the Peoria City Council approved a landmark Intergovernmental Agreement (IGA) with the Arizona State Land Department (ASLD), enabling the City to lead the land planning process for this transformative corridor. The agreement brings certainty to the marketplace by establishing zoning and infrastructure frameworks ahead of public land auctions.

On August 27, 2025, the City of Peoria purchased 834 acres along the Loop 303 – the Peoria Innovation Core (PIC). City of Peoria is currently investing $500 million in Infrastructure and utility improvements to develop the area into shovel-ready sites.
